Was Nehru paranoid about Subhash Bose?

This letter was written by PM Jawaharlal Nehru on 22 April 1964, to Netaji Subhas Chandra Bose's nephew, Amiya Nath Bose. In the letter, Nehru himself writes:

"I agree with you that the question of Netaji's death should be finally settled."

Just think, even 19 years after the so-called plane crash of 1945, the Indian government was not sure about Netaji's death in 1964. PM Nehru also writes that the Chief Justice may have to go all the way to Japan for this investigation, so he is hesitant to request him. This letter was later submitted as an important evidence in the Justice Mukherjee Commission's investigation.

PM Nehru was very much jealous and probably afraid of Netaji as a political rival. Nehru government spied on Netaji family for nearly two decades. This could the because of Nehru’s insecurity just in case Subhash Bose come back to India after 1947 or because his British masters asked Nehru to spy on Netaji family.

The question remains - if the Prime Minister himself felt the need for a final decision in 1964, then clearly, the government was not sure about Netaji’s death even though the official position was that Netaji died in a plane crash in 1945.
