India Canada diplomatic spat started after G20 New Delhi 2023 summit. Thats what Canadian media suggests. Canadian leader’s frosty meeting with Indian PM Modi and his return back to Canada was delayed by 36 hours due to a technical snag in plane suggests something went wrong in a big way. Within reaching Canada, PM Justin Trudeau made an explosive remark. In an emergency statement to the House of Commons in Ottawa, Trudeau said about involvement of a foreign government in the killing of a Canadian citizen was ‘an unacceptable violation of our sovereignty’. He was referring to murder of Khalistani leader Nijjar.
India has strongly rejected Trudeau’s claims as ‘absurd and motivated’ and dismissed a senior Canadian diplomat in a reciprocal move. India said, such unsubstantiated allegations seek to shift the focus from Khalistani terrorists and extremists who are operating freely in Canada. Around same time, Indian EAM S Jaishankar in Trivandrum again talked about UNSC reform.
When the UN was established, the world at that time was completely different from today. At that time there were 51 founding members in the UN. Today the number of countries included in the UN is around 200. Despite this, the permanent members in UNSC are still the same, Jaishankar said urging the need for UNSC reform. India has been talking about UNSC reform in every international forum.
These new realities should be reflected in our new global structure. It is a law of nature that individuals and organizations that fail to adapt to changing times inevitably lose their relevance. We must think with an open mind as to what is the reason that many regional forums have come into existence in the past years, and they are also proving to be effective. The examples are BRICS, QUAD, I2U2, African Union, European Union, ASEAN etc.
For the last 50 years, UNSC were unable to define terrorism. USA supported battle hardened Afghan and Pakistani fighters (read terr0r!sts) who were fighting USSR supported communist regime in Afghanistan in 1980s. USA termed them good terr0r!sts! Later, same group attacked USA in the form of 9-11 NY twin tower attack. Suddently, they became bad terr0r!sts and USA invaded Afghanistan. After wasting two decades and $20 Billion in Afghan war, USA left huge arms to be picked up by Tal!ban fighters. So, the terr0r!sm continues in Af-Pak area and India is the biggest victim.
Large number of Pakistan based terr0r!sts were protected in UNSC by China due to ‘lack of consensus or lack of proof’. Equating Pakistan based J&K focused Lashkar-e-Taiba and Jaish-e-Muhammad with the Islamic State and Al-Qaeda, Indian PM Modi at G20 summit at Germany made a radical suggestion — that government functionaries from countries that support terrorists be barred from entering G20 countries. While Modi was taking aim at Pakistan, in the presence of its all-weather friend China, The 21-paragraph joint statement issued by G20 leaders in July 2017, in its very first paragraph, said that “terrorist safe havens” must be eliminated in every part of the world. “We, the leaders of the G20, strongly condemn all terrorist attacks worldwide and stand united and firm in the fight against terrorism and its financing. These atrocious acts have strengthened our resolve to cooperate to enhance our security and protect our citizens. Terrorism is a global scourge that must be fought and terrorist safe havens eliminated in every part of the world,” the statement said. This 11-point plan was proposed by Modi as the lead speaker at the G20 leaders’ session on “fighting terrorism”, organised by German Chancellor Angela Merkel.
Modi used multiple occasions available to him to stress on terrorism — once at the BRICS meeting, and again at the leaders’ session on “fighting terrorism”. At the BRICS informal meet during G20 summit, Modi said that BRICS has been a strong voice and needs to show leadership on terrorism and global economy. “G20 should collectively oppose terrorism financing, franchises, safe havens, support and sponsors.” The Financial Action Task Force (FATF) and other mechanisms to choke sources of funds to terrorists should be strengthened, he said. On the pattern of FATF, an Explosives Action Task Force should be constituted “so that the sources of deadly arms reaching the terrorists can be ended”, he said.
Modi also raised Pakistan based terrorism during BRICS summit at Goa in 2016. Strangely, Russia was cool to Indian proposal to nail Pakistan for globally promoting terrorism. As expected, China not only ignored India’s concerns on global terrorism but accused India for nailing its friend Pakistan in a forum where it is not present. China multiple time blocked blacklisting of many Pakistani terrorists. The logic is same as the case with USA in 1980s. These Pakistani terrorists were serving Chinese interest by attacking India. China put technical hold on fresh proposal to impose a ban on the head of Pakistan-based JeM which claimed responsibility for the deadly Pulwama terror attack. It was for the fourth time, China blocked Azhar's listing as a global terrorist by the UN.
"I can only say that I believe that this will be properly resolved," Chinese Foreign Ministry spokesman Geng Shuang told a media briefing here. He was responding to questions on the media reports that China has reportedly consented to lift its technical hold on a fresh proposal moved by France, the UK and the US to list Azhar under the 1267 Al Qaeda Sanctions Committee of the UN Security Council. All these happened in 2015-2020 when PM Modi raised the issue of global terrorism.
Then came a series of terr0r!st elimination inside Pakistan and Canada. A senior Canadian journalist Sameer Kaushal said that the "credible information" claimed by Canada’s Prime Minister Justin Trudeau about the killing of Khalitani leader Hardeep Singh Nijjar will have to be "decoded", questioning can Canadian PM will be able to give the answers. India has rejected Canadian allegations on the killing of Khalistani leader Hardeep Singh Nijjar and expelled a top diplomat of Canada as a reciprocal action. “This could deepen the crack in the partnership between Canada and India,” Kaushal added. That is already happening as both sides issued travel advisory and restricted visa clearance.
Meanwhile, another Khalistani Sukhdool Singh was gunned down and some gangster group claimed responsibility. It is possible some terr0r!st killing in Canada and Pakistan was due to gangster rivalry and directly blaming RAW or India is undiplomatic. Pakistan has not done so what Canada has done. Perhaps, Canada hoped support from USA, UK, Australia and New Zealand etc. India also issued proofs against each and every Pakistani terr0r!sts bilaterally and at international forums.
The biggest problem is ineffective UNSC where China will veto every Pakistani terr0r!st multiple times for their own strategic reason and they will roam free. This makes S Jaishankar’s statement that ‘resistance to UNSC reform will lead to people start finding solutions outside the UN’ relevant. Also, PM Modi’s statement that ‘this is new India, which will answer bricks with stones’ is certainly a change in foreign policy away from ‘Gandhian’ legacy.
