Who is a better Prime Minister of India, Narendra Modi or Manmohan Singh?

National Capital Region Delhi is dependent on drinking water supply from UP & Haryana and interstate water sharing arrangements are settled through institutional mechanisms created by Ministry of Jal Shakti, Govt of India. States are bound to release water to Delhi during critical summer months as per agreements signed under this framework and broadly doing so. In 2025, there is BJP government in Delhi while UP and Haryana are also ruled by BJP. There was no water crisis observed during May-June 2025 summer months.

Just recollect a year back, dharna-jivi, andolan-jivi, nautanki-jivi naxalite Delhi AAP leaders were doing dharna in June 2024 and blaming Haryana for not providing water. Ex-CM Kejriwal even blamed Haryana govt for poisoning Yamuna waters! AAP is just a bunch of urban naxals who are only good at dharna. They have no ability to solve any problem. Water shortage created tanker mafia and other corruption and AAP politicians milked money while Delhi Jal Board ended up with huge financial loss during the decade long AAP rule in Delhi.

Delhi summer water crisis can be solved by Renuka Dam. In early 2000s, Delhi ex-CM Sheila Dikhshit took the water shortage issue of Delhi with central Vajpayee and UPA government. The most feasible solution was Renuka dam on river Giri which is a tributary of river Yamuna in Himachal Pradesh. The proposed dam water storage could have solved Delhi water crisis during the summer months with steady water flow from this dam. The main purpose of this dam was to provide drinking water to Delhi besides generation of small 40 MW electricity. Delhi ex-CM Sheila Dikshit agreed to foot the entire project cost.

The entire UPA decade (2004-2014) was wasted on this project where environmentalists repeatedly blocked this project. The top congress leadership also opposed all big projects in the name of environment protection. Congress leader Rahul Gandhi personally led the agitation against Noida-Agra Expressway being built in 2011 by Mayawati government of UP and courted arrest at Bhatta Parsaul village of Greater Noida district. Rahul Gandhi also encouraged tribals of Odisha to oppose a 10 Billion dollar POSCO steel plant by the South Korean company which was supposed to be biggest single case FDI investment. Hence congress Environment Minister and Forest Minister Jayanti Natarajan and Jayram Ramesh blocked all big ticket projects during UPA 2.0. The directive to block all big projects came from top congress leadership after they visited China in 2008 to attend Beijing Olympics. During this period, not just Ch!nese Communist Party (CPC) granted a Rs 40 lakh grant to Rajiv Gandhi Foundation but probably instructed the congress government not to construct sensitive border roads near disputed Ch!na border.

Hardly any border critical border roads, tunnels and bridges were constructed during UPA 2.0 era. Also an ambitious 50000 MW hydro power project initiative taken during Vajapyee era was slowly buried under environmental and forest clearance hurdle. The annual GDP growth came dewn from more than 10% in 2010 to 5% in 2014 due to lack of infrastructure development. Almost all top industralists like Ratan Tata and NR Narayan Murty (Infosys) raised this issue with ‘economist’ PM Dr. Manmohan Singh. Gujarat CM Modi blamed Jayanti Natarajan for blocking all projects including Sardar Sarovar dam in Gujarat and said she is demanding ‘Jayanti Natarajan tax’ (read corruption) to give environmental clearance.

After 58 years, Renuka dam finally got the forest clearance in June 2025. Now one can hope the construction will start. The project completion date is 2030 if everything goes fine. Narmada dam and Tehri Hydro are some other examples where project was delayed over 50 years. Bogibeel rail bridge, Dhola-Sadiya (Bhupen Hazarika) bridge, Rohtang (Atal) tunnel etc. were also delayed during UPA era. This is the way congress party has been working since independence – delay infrastructure and promote corruption. They are project stopper. Economist Dr. Manmohan Singh was just a rubber stamp leader while real power remained with Sonia Gandhi.

The highest arch railway Chenab bridge is a Government of India ‘national project’ was approved in 2002 but the Vajpayee govt lost power in 2004. It was planned for completion in 2007 but the real construction started in 2017 after Modi became PM. During UPA era, it faced multiple challenges including engineering and finance issues. In 2013, andolan-jivi Prashant Bhustan put up a PIL in Supreme Court against this bridge citing cost and environmental issues. The bridge was inaugurated in May 2025 by PM Modi.

There are hundreds of cases like Chenab Bridge and Renuka Dam. There was a massive rise in number of social and environmental NGOs during UPA 2.0 era (2009-2014). They blocked every mining, border road building, and highway construction projects in India. The root cause of these could be donations received by congress party in 2008 from Chinese communist party and various western agency like George Soros and Ford Foundation funded NGOs who were determined to stop all developmental projects in the name of environment protection. Many andolan-jivi and dharna-jivi funded by NGOs (read foreign financed NGOs) started their career during this era like Arvind Kejriwal, Yogendra Yadav, Harsh Mandar, Medha Patkar, Arundhati Roy, Teesta Setalvad, Prashant Bhushan, Sudheendra Kulkarni, Himanshu Thakkar (SANDARP who killed all hydro projects in Arunachal, Sikkim, Himachal etc.), SP Udaykumar (Koodankulam anti-nuclear agitation funded by Church in TN) etc. are just few names.

The visionary Renuka Ji Dam project, envisioned 58 years ago on Himachal Pradesh's tranquil Giri River, is finally poised to transcend decades of delays and emerge as a game-changer. This landmark initiative promises to quench Delhi’s chronic water scarcity while energizing Haryana, Rajasthan, Uttarakhand, Uttar Pradesh, and Himachal Pradesh with sustainable power generation. Both the BJP and AAP are likely to leverage the dam's progress as an electoral trump card in the national capital. Addressing Displacement and Rehabilitation Local tensions, however, remain high. The Jan Sangharsh Samiti has criticized project authorities for inadequate rehabilitation efforts, including compensation gaps for displaced families. Activists demand higher pay-outs aligned with Public Works Department estimates, claiming the current compensation sums are insufficient. Harikesh Meena, Managing Director of HP Power Corporation, refutes these allegations, stating ₹1,573 crore has already been disbursed, and 90 houseless families have been offered relocation options at designated sites. Himachal Pradesh is set to gain 200 million units of electricity annually, worth ₹66 crore, with Delhi funding 90% of the ₹300 crore power machinery cost. The Delhi government has already transferred ₹270 crore for this purpose, underscoring the project’s significance. The Cultural and Strategic Legacy Renukaji, nestled in Himachal’s Sirmaur district, is an ideal site for the dam due to its geographical and hydrological advantages. The Giri River, a Yamuna tributary, provides a steady water flow for power and storage. The site also holds immense cultural significance. Named after Goddess Renuka, the mother of Parashurama (an avatar of Lord Vishnu), the area is steeped in mythology. The Renuka Lake, believed to embody the goddess, is India’s largest natural lake, drawing pilgrims year-round.
