Is PM Modi's foreign policy really changing things at ground level? Has he been able to influence matters of international interest?

You are judged by the company you keep. Nehru had many useless friends who did not came for any help during 1962 crisis. There is an old saying that countries have interests and not permanent friendships. Intelligent people like to have friends who will most probably help them in a crisis.

Nehru was closer to socialist countries across the world including east European communist countries and far-off small island country like Cuba with whom India had minimum economic ties. Nehru was firm believer in socialism with admiration for Soviet Union, China and more importantly, his most trusted man V. K. Krishna Menon was a hardcore communist and rabid USA hater.

BJP government, on the other hand, developed relation with Israel who helped India during all 4 Pakistan wars, 1962 China war and recent Galwan skirmish, made the diplomatic relationship formal from covert, increased defence and other technology cooperation like agriculture. This means BJP has the courage to handle internal dissent by leftists, communists, urban Naxalites and peaceful community backstabbers. A friend in need is friend indeed.

Many Israeli leaders visited India since Nehru era because they wanted to improve ties. After 1962 China war, a senior army general visited. They gave military help during 1962, 1965, 1971, 1999 Kargil war and 2019 Balakot mission (spice bombs). It is Indian leadership (read congress party) which failed to fully embrace this relationship due to vote bank politics. Both side visits by ministers and weapons sale remained low profile due to this. Israeli top leadership visited India during Deve Gowda, Vajpayee era. Finally, in 2017, Indian PM Modi made his first official visit to Israel to change the relationship from covert to visible to everyone. Now they are forming a 'west Asia QUAD'. BJP government on the other hand, always keeps national interest on top.
